Invisible Regulation 

In presenting this paper I intend to digress from the well written, well referenced scholarly paper that a refereed journal publication quite correctly expects.  Such work is difficult to listen to with the concentration required, especially towards the end of a long day.  It is intended to ground this paper with reference to current literature and to lighten it with personal observation particularly in the New Zealand setting.
