Abstract:
Introduction
Since the announcement of the New Zealand Health reforms which are to be in place by July 1993 responses to the reforms written by New Zealand nurses tend to demonstrate a “victim mentality” as compared with a “focus of opportunity”. In discussing these two opposing responses, Koerner (1992:2) indicates that much energy can be expended in maintaining the status quo in lieu of creatively redesigning the work of nursing o focus on the social problems requiring health care reform.
